Mining in Buryatia and the Trans-Baikal Territory will be banned year-round starting in 2026.

Starting in 2026, the Russian government will authorize a year-round ban on mining in the southern regions of Buryatia and the Trans-Baikal Territory. Previous restrictions were in effect only during the winter peak power period—from November 15 to March 15.

This measure is a concern due to the high power levels in the Unified Energy System of Siberia. A similar ban is already in effect in the southern Irkutsk Region, where approximately 320 MW of mining capacity was shut down.

The decision will be made by the government commission for the development of the electric power industry. No requests for similar bans have yet been received from other regions.

The Industrial Mining Association notes that such measures reduce the investment attractiveness of the regions and limit the risks for legal miners who have already invested in infrastructure and received technical connections.

Paraguayan authorities have approved a bill requiring all miners and related companies to register with the Ministry of Industry and Trade. They have 15 days to submit the documents. Businesses must disclose their farm locations, provide a business plan, and an energy consumption forecast.

If their applications are approved, companies will receive five-year licenses with the possibility of renewal. Control over connection to the power grid will be transferred to the state-owned energy company ANDE.

The measures were taken following the dismantling of more than 30 illegal mining farms. Illegal activity carries fines and prison sentences of up to 10 years.

Meanwhile, major international players—Tether, KULR, Bitfarms, and HIVE—have already invested approximately $500 million in mining in Paraguay between 2024 and 2025.

Three illegal mining farms have been dismantled in the Kemerovo Region – in the urban-type settlement of Promyshlennaya, the village of Tebenkovka, and the village of Panfilovo.

The raid was conducted by specialists from Rosseti Siberia, together with the FSB and police. In Promyshlennaya, a farm consisting of 91 ASICs operated in an old hangar and caused approximately 5 million rubles in damage.

In Tebenkovka, 39 devices connected directly to a substation were found in a trailer. The damage amounted to over 11.8 million rubles.

In Panfilovo, the organizers installed 40 devices and disguised their own transformer as power company equipment, causing approximately 5 million rubles in damage.

All equipment was confiscated. The organizers are being sought. Previously, another illegal farm with 300 devices, connected without proper metering, was discovered in the Kaliningrad Region.
